Additional Playground Equipment Coming to Memorial Park’s Natural Playground


Council approved the installation of additional playground equipment, including a playhouse, table and seating, a balance table, climbing structure and more at Memorial Park’s natural playground. The work is being funded by the Reach Youth and Child Development Society and is expected to be complete in May 2019. View the staff report.

First Cricket Field Coming to Delta


Council approved the creation of a cricket field, including a cricket pitch and safety netting, for use this year, in Delview Park. A neighbourhood consultation will be undertaken as part of this project to assist with planning amenities for this park. View the staff report.

Proposed Prohibition on Shark Fins


Council gave three readings to a proposed Business Licence Bylaw amendment to prohibit the possession, trade, sale and distribution of shark fins or their derivative products within Delta. Included in the amendment were changes to address emerging issues related to signage, secondary suites and overflow traffic. View the staff report.

Mayor’s Delegation to Ottawa


Council approved a delegation, led by Mayor Harvie, to travel to Ottawa from February 25 to 28, 2019. The purpose of the delegation is to meet with key federal government officials face-to-face on a variety of important issues of concern for the City, including the George Massey Tunnel replacement, public safety, local infrastructure funding and funding for dike enhancements. Staff will report back on the meetings and outcomes of the delegation. View the staff report.

BC Emergency Health Services Clinical Response Model Update


Council received an update on recent changes to the BC Emergency Health Services emergency response dispatch protocols. Council also approved that Mayor Harvie meet with the Metro Vancouver Mayors and City Managers to discuss common concerns and identify solutions to present to the BC Government to ensure the optimal use of existing emergency response resources and continued provision of timely, enhanced medical care for all patients. View the staff report.

Summary of 2019 Business Plan Workshop


Council received a summary of the key items discussed at the 2019 Business Plan Workshop, including City projects and emerging priorities. A recommendation was also approved that Mayor Harvie write a letter to the Metro Vancouver Board Chair and all Board members, requesting that Metro Vancouver review the projected 5-year regional water and sewer capital programs in light of the impact that Metro Vancouver utility rates will have on municipal utility bills. City’s 2019-2023 Financial Plan Approved


Council gave three readings to bylaws associated with the City’s five-year Financial Plan and approved the allocation of the 2018 surplus towards City projects. The Financial Plan proposes a 2.99% property tax increase, in which 1% is allocated to the Provincial government’s Employer Health Tax, 1% towards public safety, recreation and social services investments in the community, and 0.99% to maintain City services. City Seeking Grant Funding for Upgrades to Boundary Bay Airport


Council approved the submission of a City application for grant funding, through the BC Air Access Program, for an apron rehabilitation project at Boundary Bay Airport. View the staff report.

City Seeking Grant Funding for Upgrades to Child-care Program Spaces

Council approved the submission of City applications for $10,000 for Childcare BC Maintenance Funds to perform maintenance, sound and lighting upgrades to the before and after school programs that run out of South Delta Recreation Centre and Pinewood Leisure Centre. View the staff report.

River Road West Flood Protection Update


Council approved a Memorandum of Understanding between the City and the Ministry of Forests, Lands, Natural Resource Operations and Rural Development for a phased flood protection strategy along the River Road West area of Ladner. Staff worked with the Ministry, and in consultation with River Road West property owners, to develop a mutually acceptable Memorandum of Understanding. View the staff report.

City to Provide Response to Health Canada’s Proposed Federal Regulation of Cannabis Edibles, Extracts and Topicals


Council approved the submission of Delta’s response to Health Canada’s draft regulations governing the production and sale of cannabis edibles, extracts and topicals. Health Canada intends to integrate feedback to finalize a regulatory framework for edible and topical cannabis, which is to come into force on October 16, 2019, one year from the date of the legalization of cannabis. The City requests that Health Canada implement additional controls to ensure that edible cannabis products are not visually appealing to children. View the staff report.

Addressing Cannabis-Related Uses in Delta


Council endorsed a recommendation that the City continue to lobby Health Canada to place a moratorium on issuing licences for cannabis production facilities until Health Canada can ensure odour impacts can be mitigated and not cause a nuisance to communities where facilities are located. The City will continue to lobby the BC Government to amend the Agricultural Land Reserve Use, Subdivision and Procedure Regulation to prohibit cannabis production on agricultural land. MK Delta Lands Group Industrial Development Application


Council referred the MK Delta Lands Group industrial development application for 7969 Highway 91 Connector to Metro Vancouver and endorsed a letter from the City to Metro Vancouver to initiate Delta’s request for amendments to the Regional Growth Strategy and the Fraser Sewerage Area. 36 Avenue Road and Traffic Conditions


Council received a staff report on the current road and traffic conditions along 36 Avenue with recommendations to address residents’ concerns regarding local truck traffic and the road condition. As part of this report, Council approved road rehabilitation works for 36 Avenue to take place in 2020. View the staff report.
