Operation & Maintenance – Newton Sanitary Sewer Trunk #1

At the February 19, 2018 Executive Meeting, Council endorsed the following resolutions:

“A. THAT the City of Delta take over operation and maintenance of Metro Vancouver’s Newton Sanitary Trunk Sewer #1, located on 72 Avenue between Scott Road and Westview Drive.

B. THAT staff continue to work with Metro Vancouver to achieve a mutually acceptable transfer of ownership of the Newton Trunk Sewer #1.”

Enviro-Smart Organics Update

At the April 23, 2018 Executive Meeting, Council endorsed the following resolutions:

“A. THAT Metro Vancouver and Green For Life Environmental be advised that:
a. Delta is supportive of upgrades to the Enviro-Smart facility including the fully enclosed composting building proposed and will expedite a building permit when an
application is received; and

b. If an application to amend the quantity limits in the regional Composting Facility Site Licence is submitted by Green For Life Environmental to Metro Vancouver in advance of the completion of the proposed fully enclosed facility, Delta would support an application that specifically includes: 

i. No increase in capacity until the proposed upgrades are complete and operating in compliance with the Air Quality Management Permit;

ii. Future incremental capacity increases that are linked to an ongoing track record of compliance with the Air Quality Management Permit and other applicable regulations; and

iii. A commitment to address traffic and other community impacts related to capacity increases not regulated by the Air Quality Management Permit.

B. THAT Metro Vancouver be requested to propose an amendment to the regional Solid Waste and Recyclable Material Bylaw to include a provision that requires Licencees to comply with all other regional bylaws and specifically the Air Quality Management Bylaw allowing for a formal linkage between Air Quality Management Permits and Composting Facility Site Licences.

C. THAT a letter from Mayor Lois E. Jackson be sent to the Minister of Environment and Climate Change Strategy seeking his support for the amendment proposed in
Recommendation B.

D. THAT a trip be arranged for up to three staff to Moose Creek, Ontario to visit Green For Life Environmental's compost facility and report back to Council.

E. THAT the recommendations contained within the report be released at a Regular Meeting of Delta Council.

11240 Paterson Road Application by Susan Bhogal for Land Use Contract Discharge in
order to allow for the construction of a new single family dwelling with an in-ground basement and secondary suite at 11240 Paterson Road.

“Land Use Contract Discharge Bylaw No. 7755” would discharge Land Use Contract S.A. No. 2740 from the subject property in order to expose the underlying RS1 Single Family Residential zone.
