MAYOR’S ANNOUNCEMENTS 

New Year’s Resolutions

On behalf of Delta Council, Mayor Lois E. Jackson wished everyone a Happy New Year. The City of Delta has provided a myriad of programs and activities to help residents achieve their New Year’s Resolutions. To ensure you are the best you can be in 2018, learn more about what is offered at Delta.ca. 

Rick Hansen Foundation Access4All Event

On Saturday, January 13, residents are invited to break down barriers at the George Mackie Library with the help of the Rick Hansen Foundation Access4All Initiative. This Initiative is supported by the Government of Canada to celebrate Canada’s 150th birthday and the 30th anniversary of Rick Hansen’s Man in Motion World Tour. The initiative aims to create a more inclusive and accessible Canada by awarding Barrier Buster grants. Delta received $30,000 towards the accessibility upgrades to the George Mackie Library. The event gets underway at 10:30 am with family entertainment, formal ceremonies, and cake. 

Delta Idol

Delta residents between the ages of 12 and 18 are invited to audition for the annual Delta Idol singing competition. The live finals take place at 7 pm on Friday, February 23 at the Tsawwassen Arts Centre. The winner of the contest will receive three hours of professional recording time. For contest rules and audition submission information, please visit Delta.ca. The deadline for submissions is Sunday, January 21. 

DISCUSSION REPORTS

English Bluff Elementary School

Council approved financial support for the installation of a new natural playground for students at English Bluff Elementary School as part of the Community Initiated Cost Sharing Project. Delta provided $5000 in design funding plus $45,000 towards construction. View the staff report. 

Update on Cannabis Regulation in BC

Council received an update on the BC Government’s regulatory regime for cannabis. On December 5, 2017, the BC Government released its initial decisions regarding the regulation of cannabis, based on feedback received through the public engagement process that took place between September 25 and November 1, 2017. The decisions with respect to minimum age, distribution model and retail model are consistent with Delta Council’s direction, with the exception of private retail sales of cannabis. Delta is taking steps to address that issue through amendments to the zoning bylaw. View the staff report. 

Delta’s Library Plan

Council approved Delta’s Library Plan, with some minor amendments. Based on feedback given regarding a five-year plan for Delta’s libraries, Delta has established a series of short and medium/long-term goals. Feedback was collected during open houses held at each of the three libraries, as well as through an online survey that was posted throughout September 2017. Staff will report back annually on progress made in the implementation of the plan. View the staff report. 

Alex Fraser Bridge Project Update

Council approved the relaxation of the Delta Noise Control Bylaw for night time work for Phase 1 of the Ministry of Transportation’s Alex Fraser Bridge Capacity Improvements Project. Council also received an update on the scope and timing of the Project, which includes the addition of a seventh lane to the bridge by slightly narrowing the six existing lanes and removing the shoulders. Phase one of the projects started in winter 2017 and is scheduled for completion in May 2018. View the staff report.   

Delta Programs for Children & Youth

Council received an update on programs offered to children and youth in Delta. Based on data provided by the Early Years Development Instrument, Delta staff was directed to report back on program opportunities available in Delta. Staff reported that Delta offers a diverse range of programs and services with many welcoming spaces available to provide children and youth with a strong sense of belonging. Delta provides support to reach their full potential through recreational experiences that include participation in physical activity and sports, as well as artistic, cultural, and social activities.
