In early 2017, staff undertook a review of Delta’s DCC Program and recommended that a major revision be undertaken. The revision was needed to overhaul the DCC project list so that it is better aligned with future growth projections and reflects current construction costs.
At the October 16, 2017, Regular Council meeting, Delta Development Cost Charges Bylaw No. 7560, 2017 was given first and second reading by Council. The public will be given until November 16, 2017 to provide feedback on the proposed DCC rates. All feedback will be considered before the bylaw is given third reading and submitted to the Province for Statutory Approval by the Inspector of Municipalities.
Delta Council has chosen to continue to provide a 10% municipal assist factor on all DCC projects and rate increases range from 1-6% depending on the land use category - this sends a clear signal that Delta is “open for business”. In addition, Delta will also apply a one year grandfathering period on Delta’s Development Cost Charges Imposition Bylaw 5830, 2000 rates to all subdivision of land applications and building permit applications that have been received before January 1, 2018 and which are completed within one year.
