Notice of South Delta Revitalization Tax Exemption Program Bylaw No. 7547

TAKE NOTICE THAT The Corporation of Delta (“Delta”) intends to adopt the ‘South Delta Revitalization Tax Exemption Program Bylaw No. 7547’. This bylaw offers municipal property tax exemptions and municipal fee reductions for eligible projects located in the South Delta (Ladner and Tsawwassen) Economic Investment Incentive Zone, as shown on the attached Schedules ‘A’ and ‘B’ maps. 

Goals and objectives of the South Delta Tax Exemption Program:

One of the recommendations of the South Delta Business Sustainability Strategy is the implementation of economic incentive programs to promote investment in the Ladner and Tsawwassen commercial cores to achieve vibrant, sustainable and resilient downtown environments. The proposed South Delta Revitalization Tax Exemption Program is intended: 

  • To encourage investment in new and existing retail, commercial and mixed-use projects to create a strong local economy and expand employment opportunities for residents;
  • To encourage investment to enhance the attractiveness of the Ladner and Tsawwassen town centres; and
  • To encourage investment in the preservation and enhancement of existing heritage buildings and developments that leverage the heritage feel of the Ladner community. 

Property taxes may be frozen for up to three years for projects within the economic investment zone that meet at least one of the following requirements: 

  • An apartment or mixed-use building construction with a construction value of $5 million or more.
  • New commercial building with a construction value of $5 million or more.
  • Mixed-use development with a construction value of $5 million or more on land previously used for commercial purposes only.
  • Projects which involve the preservation and enhancement of heritage buildings, including the reconstruction of significant historical features using materials that replicate the original.
  • Waterfront developments that provide public access to the river. 

In order to receive a tax exemption, the property owner must be in compliance with the bylaw, must have entered into an agreement with Delta, and must be in receipt of a tax exemption certificate issued by the Director of Finance. Council has discretion to refuse to enter into a tax exemption agreement and to impose conditions in the agreement. 

Municipal Fee Reductions:

In accordance with Section 194(2) of the Community Charter, which allows for the discounting of municipal fees, eligible projects also qualify for a reduction of up to 60% in municipal fees, including building permit fees, plumbing permit fees and land use application fees. Projects that involve external façade improvements to existing buildings with a construction value of $50,000 or more will qualify for the same fee reductions.
