MAYOR’S ANNOUNCEMENTS

Fire Danger Rating
Mayor Jackson noted that the Fire Danger Rating in Delta is still EXTREME and Boundary Bay Park Reserve, Watershed Park, Cougar Canyon Nature Reserve, North 40 Park Reserve, and Delta Nature Reserve remain closed. Please report any fires directly to 9-1-1 and any unauthorized activities or people smoking in parks to the Delta Police Department’s 24/7 non-emergency line at 604-946-4411.

Metro Vancouver Water Shortage Response Plan
Metro Vancouver water restrictions and lawn sprinkling regulations remain at Stage 2. Mayor Jackson urges our community to follow the water restriction guidelines to ensure we conserve our water for drinking, health and safety, and fire protection. Boundary Bay Airshow
Honorary Chair Stephen Millen, Chair, Boundary Bay Airshow Advisory Board, gave a review of the upcoming Boundary Bay Airshow on Saturday, July 25, 2015.

Fire Hazard Response Update

Further to Mayor Jackson’s reminder about the current Fire Danger Rating in Delta, Delta Fire Deputy Chief Paul Scholfield gave a presentation on the fire hazard response in Delta. View the presentation.


BYLAWS

Rezoning, Development Variance Permit, Development Permit and Subdivision at 4875, 4889, 4901 47A Avenue and 4770 48B Street (0808498 B.C. Ltd.)
Council gave first and second readings to Zoning Amendment Bylaw No. 7457 for the properties at 4875, 4889, 4901 47A Avenue and 4770 48B Street, where the owner has proposed to consolidate the four subject properties into once parcel to construct a 23-unit, three-storey townhouse development. Council referred the Bylaw, Development Variance Permit LU007503 and Development Permit LU007503 drawings to a Public Hearing. View the staff report.

Improved Parking Regulations – Zoning and Enforcement

Council gave first and second readings to amendments to Bylaws No. 7448, 7449 and 7450, and referred Bylaw No. 7448 to a Public Hearing. The amendments would address public concerns about the issue of an increasing number of vehicles parking on municipal streets in residential areas. View the staff report.


DISCUSSION REPORTS

Reach Child and Youth Development Society – Municipal Contribution
Council approved the concept plans for a development of a 21,600 square foot building to be operated by Reach Child and Youth Development Society at 5050 47 Avenue. In addition, Council approved a municipal contribution of $1,000,000 towards the project. Reach Child and Youth Development Society has a long history of providing important services for youth and families in both North and South Delta. View the staff report.

South Delta Sustainability Strategy
Council approved the South Delta Sustainability Strategy (SDSS) and authorized staff to start work with stakeholders to pursue the actions outlined in the strategy, reporting back to Council with progress updates approximately every six months. The SDSS was created to support the long-term viability of Ladner and Tsawwassen businesses in light of the impending Tsawwassen Mills and Tsawwassen Commons developments. View the staff report.

Ladner Leisure Centre Façade and Facility Improvement
Council received a final report on the repairs and improvements undertaken at the Ladner Leisure Centre in 2014, and advised Council that The Corporation of Delta has received the Bill Woycik Memorial Award for Outstanding Facility, as determined by the Recreational Facilities Association of B.C. South Delta Recreation – Centre Power Supply

Council approved the staff recommendation to replace the current power supply system at South Delta Recreation Centre with a permanent BC Hydro power supply system to ensure safe and reliable power supply to SDRC. Council also approved the same system for North Delta Recreation Centre. The recommendation was made in light of a power disruption at SDRC on June 27, 2015, caused by failure of a transformer.
