G.  MOTIONS ON NOTICE

(G.01) Streamlining ALR Applications

At the June 1, 2015 Regular Council Meeting, Councillor Paton provided the following Notice of Motion:

“WHEREAS the Corporation of Delta is required under the Provincial Agricultural Land Commission Act and Agricultural Land Reserve Use, Subdivision and Procedure Regulation to pass a resolution to forward applications involving subdivision and non-farm uses to the Provincial Agricultural Land Commission for consideration and approval; and

WHEREAS the Corporation of Delta has extensive knowledge of the local agricultural context combined with strong policies protecting agricultural land and zoning  regulations developed in consultation with the Ministry of Agriculture and the Agricultural Land Commission; and

WHEREAS the Corporation of Delta, the Agricultural Land Commission and the farming community share an interest in providing timely reviews and decisions on land use applications; and

WHEREAS the Agricultural Land Commission already allows local governments to independently make decisions in a limited number of cases (e.g., additional farm houses); 

THEREFORE BE IT RESOLVED THAT:

The Corporation of Delta contact the Provincial Agricultural Land Commission to discuss potential further opportunities for local governments to make decisions on matters of a more local scale, such as home site severances and lot line adjustments, as well as ways to streamline applications that are considered by the municipality to be supportive of local agriculture.”
