Mayor Lois E. Jackson provided a summary of Delta's 2013 highlights and projects slated for completion this year. Following the Mayor's speech, Delta Police Chief Constable Jim Cessford and Delta Fire & Emergency Services Chief Dan Copeland each presented a summary of their department's 2013 achievements. Motive Power Centre Announced for Annacis Island
Mayor Jackson attended a press conference yesterday where the Government of B.C. announced a $4.5 million investment to move heavy-duty transportation programs offered by BCIT and VCC into a new Motive Power Centre on Annacis Island in Delta. The Motive Power Centre will open to students in September 2014. View the news release
Lydia Ryall Awarded B.C. Outstanding Young Farmer Award
Mayor Jackson, on behalf of Council, congratulated Ms. Lydia Ryall, who was recently awarded the B.C. Outstanding Young Farmer Award for 2014. Lydia owns Cropthorne Farms on Westham Island where she grows organic vegetables for farmers markets around the Lower Mainland. Ms. Ryall will represent B.C. at the National Young Farmer Awards later this year.
Zoning Bylaw Amendments to Prohibit Medical Marihuana Facilities in Delta
Council gave first and second readings to amendments to Bylaws No. 7313 and No. 7314. The amendments would prohibit medical marihuana production facilities throughout Delta. Bylaws No. 7313 and 7314 will be scheduled for an upcoming Public Hearing. Should Council adopt the bylaw amendments, entrepreneurs seeking to establish a medical marihuana production facility in Delta would be required to apply for a site-specific rezoning, subject to Council approval. Facility Use Numbers
Council received a Parks, Recreation & Culture report estimating the average number of visitors to Delta’s recreation centres in 2013 at approximately 3.2 million. The number is based on research of actual paid usage numbers done at multiple Delta facilities during the week of November 18-24, 2013. To account for seasonal changes, two additional counts are proposed for the weeks of May 5-11 and July 7-13, 2014, after which a concluding report showing the final data will be prepared. Southern Railway of British Columbia
Council resolved to send a letter of support to Southern Railway of British Columbia for its Transportation Infrastructure Projects. A letter will also be sent to Metro Vancouver Board Chair, Greg Moore, requesting that Metro Vancouver provide Southern Railway of British Columbia an opportunity to present at a future Metro Vancouver Transportation Committee meeting. Southern Railway has requested a right-of-way from Metro Vancouver in order to construct the Annacis Island Loop Connection, a project the Corporation of Delta supports based on its environmental benefits, employment opportunities and positive economic impacts on Delta. Pacific Salmon in Delta
Council received a report providing information about the state of salmon habitat in Delta, noting a healthy Pacific salmon spawning season last year; resulting in an increased number of returning salmon as compared to previous years. The report also identifies the Cougar Creek salmon habitat as in need of improvements due to a lack of streamside vegetation, invasive plants and poor in-stream complexity. There are plans to work with Metro Vancouver to make improvements to this section of the watercourse in conjunction with greenway and utility upgrades. The Cougar Creek Streamkeepers are to be commended for their restoration and conservation work in the Delta Nature Reserve and Watershed Park. View the staff report
2014 Bus Service Optimization Public Consultation
Council received a report advising that TransLink is hosting an open house and inviting public feedback on proposed service changes to bus routes 404 and 606/608, part of its 2014 Service Optimization Program. The open house is scheduled for February 13 from 5 p.m. to 8 p.m. at the Ladner Community Centre. For those unable to attend the open house, an online questionnaire is available on TransLink’s website.
