Amendment to Delta Parks and Recreation Fees and Charges Bylaw No. 7209, 2013
Council gave first, second and third readings to an amendment of the Delta Parks and Recreation Fees and Charges Bylaw. The amendment incorporates changes including a schedule for Hawthorne Grove Park Rentals, updates to the General Definitions & Information classifications, and date adjustments to the Arena Dry Floor & Court Rentals schedule. Most notable is the inclusion of rental rates and protocols for Hawthorne Grove Park, the location of Kirkland House and Harris Barn. View the staff report

Heritage Week 2014
Council approved the Heritage Advisory Commission’s proposed activities for Heritage Week 2014 (February 17-23). This year’s activities include a presentation to honour recipients of the Heritage Award of Merit and Friends of Heritage Award, Heritage Week displays at Delta Municipal Hall and Delta recreation centres, the unveiling of a replacement sign for the Kennedy Trail at Gibson Elementary School, and the announcement of a Heritage Week Banner Design Contest. BNSF North Colebrook Siding
Council resolved to send a letter to BNSF Railway Company describing Delta’s concerns related to BNSF’s intent to construct a siding extension from south of 64 Avenue to north of 72 Avenue. Council also resolved to request that these concerns be addressed in BNSF’s formal notification to Delta and that BNSF be requested to undertake a public information and consultation process. Council also approved a recommendation to send a letter to the Federal Minister of the Environment requesting that the proposed siding extension be considered a reviewable project under the Canadian Environmental Assessment Act. Ladner Channel Dredging Update
Council received an update on the Ladner Channel dredging program and approved an amended funding allocation to include the dredging of the Ferry Road boat launch in Phase 1. All of the regulatory permits are in place for Ladner Harbour and the dredging contractors mobilized on January 27 and will continue dredging until March 14. Port Metro Vancouver has requested an amendment to the Deas Slough permit to accommodate the Ferry Road boat launch dredging and Environment Canada has asked for sampling work and additional information on benthic invertebrates for the Deas Slough area. 911 Service B.C. Province-Wide Call Answer Levy
Council endorsed the concept of a Province Wide Call Answer Levy for 911 services subject to a number of criteria. The proposed Call Answer Levy follows a user pay philosophy that is appropriate for introduction in British Columbia. The proposed levy could resolve the pressures put on the 911 system by wireless phone users; however, issues such as the rate, allocation of funds, and the use of funds needs to be clearly resolved prior to the levy’s introduction. The proposed levy is to be a cost neutral solution, not a new source of revenue. View the staff report

Truck Traffic Issues on Deltaport Way
In recent months, there has been an increase in truck traffic congestion and line-ups around Deltaport, resulting in complaints and safety issues. Council resolved to send a letter to Port Metro Vancouver requesting that it work with the terminal operator, TSI, to address the congestion issue. Council also resolved to ask that the Delta Container Truck Traffic Working Group schedule a meeting as soon as possible to address traffic management and truck traffic initiatives. Amended Swim Meets Policy
Council approved an amended Swim Meets Policy, which incorporates a new fee structure that allows each swim club to host one swim meet per year at a 50% subsidy. The policy change will provide the youth swim clubs with a fair opportunity to fundraise by hosting events in Delta. View the staff report
